Savile sex scandal spurs British soul searching
Jimmy Savile was one of Britain's biggest stars — and, allegedly, one of its worst sexual predators. Now the nation is asking whether there was a link between one and the other.
Was this man at the heart of the nation's popular culture a product of the permissive 1960s and '70s, or do the conditions that allegedly let him get away with repeated child sex abuse still exist, even as awareness of the problem is more widespread?
"We're kidding ourselves if we think it is all hunky dory now, but obviously it was more lax," said Sarah Nelson, a child abuse expert at Edinburgh University. "The culture among disc jockeys at the time allowed a license you wouldn't get now."
Savile, who died a year ago at age 84, came to fame in an era of social transformation. He started out as a dance hall DJ in the early days of rock 'n' roll before breaking into television in the early '60s as host of the music program "Top of the Pops." Later he hosted "Jim'll Fix It," a TV show in which he made young viewers' wishes come true.
The rules of social and sexual behavior in Britain were changing in the '60s and '70s — and along with new freedoms came opportunities for abuse. Savile's career in the exploding world of popular entertainment gave him access to legions of star-struck young people.
"It was all opening up — the pop stars, the glamour — and he was able to take advantage of it because of course he became famous and he could introduce them to famous people, get them on 'Top of the Pops' and all that," said Max Clifford, Britain's best-known celebrity publicist.
Savile was further shielded from scrutiny by the notion that celebrities are larger-than-life figures who exist outside normal social constraints. With his brightly colored tracksuits, big cigars and aggressively jocular screen persona he appeared, to many, a harmless oddball — one in a long roster of British eccentrics.
"The public made Jimmy Savile. It loved him. It knighted him," argued writer Andrew O'Hagan in the London Review of Books.
"A whole entertainment structure was built to house him and make him feel secure. That's no one's fault: Entertainment, like literature, thrives on weirdoes, and Savile entered a culture made not only to tolerate his oddness but to find it refreshing."
Savile's celebrity became a shield. So did his charity work, which brought him into contact with young people who were vulnerable — students at a school for troubled girls, patients at a psychiatric hospital and a spinal injuries unit.
"He had a lot of power and influence, which is something you find with a lot of pedophiles who get away with it for a long time," Nelson said.
And, she added, "he was manipulative — picking victims that either would not be believed or were discredited or were physically disabled and literally could not get away from him."
Since allegations about Savile were broadcast in a TV documentary in early October, scores of women have come forward to allege that as underage girls they were abused by the late entertainer — in his Rolls-Royce, in BBC dressing rooms, in the schools and hospitals he visited. Police say they have identified 300 potential victims of Savile and associates stretching back almost half a century.
Savile's behavior had spawned whispers and speculation. One former member of the BBC's board of governors said by the late 1990s Savile was regarded as a "creepy sort of character" and barred from the broadcaster's Children in Need charity telethons. But his behavior was never formally investigated by the BBC.
Youngsters made several complaints to police over the years, none of which led to charges. The chief of London's Metropolitan Police, Bernard Hogan-Howe, has apologized, saying police failed to piece together Savile's "pattern of behavior" from the disparate complaints.
British police vow that the Savile case will be a watershed moment in combating child abuse, and child protection authorities have stressed that awareness has increased enormously in recent years.
Scandals within several large institutions — from the Roman Catholic Church to the Scouts — have led to soul-searching and stronger rules to protect children, such as criminal record checks on those who work with young people.
Social attitudes have changed, too. Some of the sexualized depictions of young people produced 30 or 40 years ago make uncomfortable viewing now — think of the child prostitutes played by the preteen Brooke Shields in "Pretty Baby" and Jodie Foster in "Taxi Driver."
But in popular culture, children and teenagers continue to be sexualized. Famous teens and their private lives remain tabloid fodder.
Among the British celebrities who received damages from Rupert Murdoch's now-defunct News of the World tabloid in the phone hacking scandal was singer Charlotte Church, who told a public inquiry that newspapers ran stories about her private affairs and sex life from the time she turned 16. Even earlier, one website set up a "countdown clock" to count the days and hours until she would reach the age of consent.
"That sense that we have sexualized youth is a much broader phenomenon than Jimmy Savile," said David Wilson, professor of criminology at Birmingham City University. "Why are there padded bras for 13-year-olds? Why are there pressures on boys to have six packs?
"We have taken comfort in the idea that we can blame him."
Child welfare groups hope the belated revelation of Savile's crimes will be a catalyst, encouraging more victims to report their abusers. The National Society for the Prevention of Cruelty to Children says the scandal has triggered a surge in reports of abuse — both from the past and from the present.
But, say some, authorities still too often fail to listen to youngsters who report abuse.
Nelson, the child abuse expert, said the danger was that the Savile case "creates a storm for a few weeks" but changes little.
"In Britain, the child protection system is very bureaucratic," she said. "It relies on children to tell — and most children don't tell. It relies on a criminal justice system that can be very aggressive to victims.
"It shouldn't take something like this to make people able to come forward to say this has happened to me, or this has happened in my family."

Savile shot to fame in the early 1960s, on the back of the Beatles craze and the explosion of youth culture, and introduced the first edition of the BBC’s iconic chart show, Top of the Pops, in 1964. Before then he’d worked as a radio DJ, professional sportsman, and coal miner. With his shock of long white hair, fast Yorkshire patter, and famous demotic catchphrase (“’Ow’s about that then guys and gals”) Savile carefully built up an image of postwar classlessness. He drove a Rolls-Royce and smoked Cuban Cohibas, but wore track suits, medallions, and trainers. He mixed with rock stars, prime ministers, and royalty, but always tried be down with the kids on the street or with hospital patients. His primetime TV show, Jim’ll Fix It, lasted 20 years and consistently gained the highest ratings. In it, Savile offered to answer the wishes of children in a fairy godfather–like fashion: for hundreds those youthful dreams turned into a nightmare.
Though the BBC stands in the dock for promoting Savile’s TV career, not to mention canceling a Newsnight investigation into his child abuse last year, the taint spreads much wider than the public-service broadcaster.
Savile was a tireless fundraiser, almost single-handedly creating the modern image of celebrity as charity worker. As a result, he was given unprecedented access to an array of public institutions. He had rooms at several NHS hospitals, including the famous spinal injuries unit at Stoke Mandeville, for which he raised $20 million, at the same time he allegedly abused helpless young patients. He was so popular at the country’s main secure psychiatric hospital, Broadmoor, that he called himself the institution’s “godfather” and was asked to head up a government task force to overhaul the management of the place in 1988, while he also sexually molested young, vulnerable inmates.
Savile’s mixture of Mr. Popular and Mr. Charity made him a welcome figure to politicians and prime ministers, and he led several public-awareness campaigns, most famously the ‘clunk click’ ads that explained the mandatory wearing of car seatbelts. He was a particular favorite of Margaret Thatcher’s; she reportedly invited him to 11 successive New Year’s dinners at the official country residence at Chequers. According to the historian Eliza Filby, whose social biography of the 1980s, God and Mrs Thatcher, is due to be published next year, “Savile was—as far I know—the only former miner to have dinner with Mrs. T.”
“No one found him threatening,” Filby told The Daily Beast: “He was the acceptable face of ’60s counterculture and even made it respectable.”
So respectable was Savile, a teetotaler and devout Catholic, that he was made a papal knight by the Vatican, and became a regular visitor to St. James’s Palace after meeting the Prince of Wales through his charity work. When Charles’s marriage to Princess Diana hit the rocks in the late ’80s, the prince astonishingly called in Savile—the renowned professional bachelor—to provide marriage guidance for both Diana and Sarah Ferguson.
As Diana revealed in the “Squidygate” tapes to her friend James Gilbey: “‘Jimmy Savile rang me up yesterday, and he said: ‘I’m just ringing up, my girl, to tell you that His Nibs [Prince Charles] has asked me to come and help out the redhead [the Duchess of York].’”
Prince Charles led tributes to Savile when he died last year. While there’s no suggestion the heir apparent had any clue about the celebrity’s predatory sexuality, Savile did host Charles at his Glen Coe hideaway with scantily clad waitresses. The same cottage, now daubed with graffiti calling Savile “a beast,” has been the focus of police investigations. But Savile’s self-mocking lewdness appeared to deceive most people: they took it as a joke rather than the strange form of postmodern irony it really was—Savile hid his predilections in plain sight.
Fourth celebrity is accused in Jimmy Savile child sex scandal
Yet another celebrity has been linked to Jimmy Savile child sex abuse scandal, the Standard can reveal today.
The well-known public figure is said to have targeted the unnamed woman when she was a young girl.
She has became the latest in a long line of alleged victims who came forward after in the wake of an ITV documentary exposing the late DJ as a sexual predator who abused teenage girls at the height of his fame at the BBC.
The latest claims have been made against a “media personality” who had previously not been connected to the investigation. He is still alive and has not yet been named.
They follow a string of accusations made against singer Gary Glitter. One woman, Karin Ward, has also alleged comedian Freddie Starr molested her in Savile’s BBC dressing room when she was 14.
The 69-year-old has strenuously denied the accusations.
When asked if he had ever fondled an under-age girl, he said: “Never. I never have done. I never will do. It’s not my style. It’s not in me to do that. If there’s one thing I hate, close to my heart, is paedophiles.
"I cannot stand them. To be accused like this is devastating. I’ve got to fight back. I’m the only one in the ring at the moment and I’ve got people now helping me which I feel better for. And they will get to the bottom of it.”
The woman at the centre of the new claims first revealed her story to the makers of the Savile programme and was advised to contact police.
A source who worked on the ITV investigation told the Standard: “We have had a name given to us which is so far not in the public domain. It relates to a celebrity, a media personality, who is alive. We are urging everyone who contacts us to go straight to the police.”
The fresh claims came as horrifying new accusations emerged that Savile groped children at Stoke Mandeville Hospital in Buckinghamshire, Leeds General Infirmary and at Broadmoor.
A former Broadmoor patient Alison Pink, claimed Savile groped her while she watched TV. A former nurse at the Leeds hospital where Savile worked as a porter, said he molested a brain-damaged hospital patient.
June Thornton said she was recovering from an operation at Leeds General Infirmary when she saw Savile abuse the young girl. “She had brain damage, and Jimmy Savile came in and kissed her,” she said. “He started kissing her neck, running his hands up and down her arms, and then started to molest her. Because I was laid flat on my back, there was nothing I could do.”
Leeds General Infirmary said it had received two complaints after the allegations against Savile became public almost two weeks ago.
Nurses at Stoke Mandeville are understood to have dreaded Savile’s visits because of his behaviour, and would tell children to stay in bed and pretend to be asleep when he arrived. Former patient Rebecca Owen said she overheard nurses talking in a way that suggested he also targeted them.
“It was an air of resignation that you had to put up with,” she said. “There was some sort of ironic chatter between the nurses about who would be the lucky one to go off to his room.”
The Savile allegations have been branded a “cesspit” by BBC Trust chairman Lord Patten, who said he wanted to ensure the corporation’s policies are “fit for purpose”. He pledged an independent inquiry after the police investigation. Lord Patten also suggested director-general George Entwistle could make a prominent apology, possibly on prime-time TV.
The Met as well as Surrey, Sussex, Northamptonshire, Jersey and Greater Manchester police have received complaints from women that Savile, who died aged 84 in October last year, had molested them when they were young. The NSPCC charity has also had at least 40 calls to its hotline, with 17 specifically related to Savile.
The Met is collating all the allegations, and so far believes there could be at least 25 victims of rape or indecent assault.
But Mark Williams-Thomas, a former detective who presented the ITV documentary on Savile said he has been contacted by “a significant” number of women who had yet to go to police.
It also emerged today that the Savile Hall conference venue, where the late presenter's possessions were auctioned following his death, will be renamed.
Royal Armouries International said it had decided to rebrand the venue, in Savile's home city of Leeds, "out of respect for public opinion".
Around £320,000 was raised for charity when items including his tracksuits, cigars and Rolls Royce went under the hammer in July.
A spokesman said the hall was so named because Savile was one of Leeds' most famous residents.
He stressed that the company is run independently of the Royal Armouries Museum, with which it shares its site.
Labour leader Ed Miliband said today no stone should be left unturned in the investigation into the alleged abuse.
Speaking in Bristol he said: "I think these are incredibly serious and disturbing allegations that have been made, we now see a pattern of activity that seems to have been revealed about Jimmy Savile.
"I think the police investigation is incredibly important and that needs to leave no stone unturned in finding out the truth, and what happened.
"There needs to be justice for the victims and what we also need is every institution that had connections with Jimmy Savile to do the most far-reaching investigation of what happened, who knew what, when, about what was happening in that institution and why nothing was done about it.
"I think for the victims, for all those who have such deep concern about what happened, we need answers and we need justice."
